Step #3- Develop a list of competencies that will support each desired learning outcome.
Step #4- List the skills necessary to achieve each individual competency. It is better to address fewer skills deeply than to cover many on a shallow level.
Step #5- Prioritize the competencies for each learning outcome, keeping in mind the skills needed to accomplish them.
